Ful specturum Florecent Lighting , electronic Ballests

I live in a very Rainy dark winter City . I need "Fake" Lighting , I read alot of info on "Ful spectrum " 4 foot Florecent fixture Lighting ,,,,, The REAL ful spectrum Florecent tubes. These produce so called proper benificial Uv , so is it wize to use these , or is it better a different way. Thanks in advanve.
