Timing of Senate food safety bill is uncertain

Whether the Senate takes up food safety legislation sponsored by Senate Majority Whip Dick Durbin, D-Ill., this fall depends on whether the Health Education, Labor and Pensions Committee finishes health care reform and has time to take it up, a Senate Democratic aide said on Tuesday.
After the House passed a food safety bill late last month, Senate Democratic leadership staff listed the Durbin bill as one Majority Leader Harry Reid, D-Nev., would like to move this fall.
But the aide said on Tuesday that "it is unclear at the moment whether the Health committee will be able to do it because of their involvement in healthcare reform." Durbin introduced his bipartisan bill in March, but no hearings have been held on it.

Durbin's bill contains some of the provisions in the House-passed bill, but there are also substantial differences and the Senate will take up Durbin's bill rather than the House version, the aide said.

This Bill gives additional power to the FDA.

Small Farmer Warns “HR2749 Will Put Me Out of Business”

I first heard these words HAACP
a few days ago for the first time
in this article:

HR2749 (The Food Safety Enhancement Act of 2009) which is currently making its way rapidly through the House of Representative will put us out of business.

HR2749 calls for:

a yearly registration with the FDA with a $500 fee

full HACCP plan for every type of produce sold or processed, for us that mean one plan for the dairy, one one for cheese making, one for transporting and retailing at the market, one for the fruits and vegetables, and another one for the nuts

FDA approved methods by which crops are raised and harvested. The most likely outcome will be along the lines of the leafy green ordinance, scorched earth and exclusion of any wildlife.

His position on food safety has been strong and consistent for years. He favors a single food agency, HACCP for all foods, and accountability and enforcement.

Invisible to a public that sees only the headlines of the latest food-safety scare - spinach, peppers and now cookie dough - ponds are being poisoned and bulldozed. Vegetation harboring pollinators and filtering storm runoff is being cleared. Fences and poison baits line wildlife corridors. Birds, frogs, mice and deer - and anything that shelters them - are caught in a raging battle in the Salinas Valley against E. coli O157:H7, a lethal, food-borne bacteria.

In pending legislation and in proposed federal regulations, the push for food safety butts up against the movement toward biologically diverse farming methods, while evidence suggests that industrial agriculture may be the bigger culprit.

The leafy-green agreement is based on available science, but it is just a jumping-off point. Large produce buyers have compiled secret "super metrics" that go much further. Farmers must follow them if they expect to sell their crops. These can include vast bare-dirt buffers, elimination of wildlife, and strict rules on water sources. To enforce these rules, retail buyers have sent forth armies of food-safety auditors, many of them trained in indoor processing plants, to inspect fields.

"They're used to working inside the factory walls," said Ken Kimes, owner of New Natives farms in Aptos (Santa Cruz County) and a board member of the Community Alliance With Family Farmers, a California group. "If they're not prepared for the farm landscape, it can come as quite a shock to them. Some of this stuff that they want, you just can't actually do."
Auditors have told Kimes that no children younger than 5 can be allowed on his farm for fear of diapers. He has been asked to issue identification badges to all visitors.

Not only do the rules conflict with organic and environmental standards; many are simply unscientific. Surprisingly little is known about how E. coli is transmitted from cow to table.

While Taylor was at the FDA in the early 90's, he also oversaw the policy regarding Monsanto's genetically engineered bovine growth hormone (rbGH/rbST) -- injected into cows to increase milk supply.

The milk from injected cows has more pus, more antibiotics, more bovine growth hormone, and most importantly, more insulin-like growth factor 1 (IGF-1). IGF-1 is a huge risk factor for common cancers and its high levels in this drugged milk is why so many medical organizations and hospitals have taken stands against rbGH. A former Monsanto scientist told me that when three of his Monsanto colleagues evaluated rbGH safety and discovered the elevated IGF-1 levels, even they refused to drink any more milk -- unless it was organic and therefore untreated.

Government scientists from Canada evaluated the FDA's approval of rbGH and concluded that it was a dangerous facade. The drug was banned in Canada, as well as Europe, Japan, Australia and New Zealand. But it was approved in the US while Michael Taylor was in charge. His drugged milk might have caused a significant rise in US cancer rates. Additional published evidence also implicates rbGH in the high rate of fraternal twins in the US.

Taylor also determined that milk from injected cows did not require any special labeling. And as a gift to his future employer Monsanto, he wrote a white paper suggesting that if companies ever had the audacity to label their products as not using rbGH, they should also include a disclaimer stating that according to the FDA, there is no difference between milk from treated and untreated cows.

Taylor's disclaimer was also a lie. Monsanto's own studies and FDA scientists officially acknowledged differences in the drugged milk. No matter. Monsanto used Taylor's white paper as the basis to successfully sue dairies that labeled their products as rbGH-free.
