Got ISBN? If So Then You Are "Not Subject To US Tax Withholding"!

I have a question regarding the information here:

Re: "If you own your own ISBN, your earnings are Other Revenue, not Royalties, and are not subject to US tax withholding."
If I own my own ISBN then does the rest of that information not apply to me?

If the way that I am reading this is correct then it might encourage me to begin self-publishing through Lulu.
June 6th -
They responded and confirmed re: the ISBN. However, now I have found "BookPatch" as another print-on-demand self-publishing support service and they are a bit more attractive to me! (They don't make any mention of ISBN.) In fact I have begun writing my book now!
