Most of the time, it is museums that buy the expensive stuff but sometimes, the wealthy will buy for bragging rights, or just as an investment. Art is one of the best investments that you can buy whether it is "one of the old masters" or even many unknowns, depending on quality.

If I had that much "spare change", I would not hesitate to spend it on good art.
