Man holding his child's hand can be reported in Virgina

A new campaign called "Stop it Now" in Virgina uses a picture of a man holding a child's hand and the caption, "It doesn't feel right when I see them together." encourages people to call the state when they "feel" that a man is "having a sexual relationship with a child".
