What does puffy face/acne in this area of face mean? (picture linked)

What does puffy face/ Acne in this area of face mean? (see linked picture) When I say this area I mean the area that is next to next to your nose. Mine has always been very puffy and I always breaks out, and red oily skin in this area. I'm human, it makes me feel ugly, I'd like to figure what is causing it and fix it.
