It is probably demodex mites over colonizing and getting out of control. They are microscopic parasites that live in the hair follicles. Try putting vasoline or cold cream on your eyebrows. Comb it in. If you get white head pimples, or flakes, it just means the mites are dying. Vasoline and cold cream suffocates them. You can also kill them with sulphur products, cold cream is a lot cheaper.
