I didn't know anything about Pet Promise, so I just looked it up. The good news is that it doesn't appear to have any bad
preservatives in it like BHA or BHT. The bad news is that it has a lot of grains in it and cats are obligate carnivores. They must eat meat or they will die. Cats can never become vegetarians.
I know it is hard for you being vegetarian and thinking feeding a cat meat, but that is what they must eat to survive. Unfortunately since are meat eaters, they really shouldn't be eating grains, which is a good portion of any commercial cat food because it is cheap. For some eye opening information, look up "Dr. Pottenger's Cat Studies" and see what happened to his cats when not feed a raw diet. Unfortunately every commercial cat food is a dead food, without enzymes, etc.
If the raw food idea is totally out, you could otherwise try switching them to another very high quality kibble cat food (Flint River Ranch, Nature's Abundance, Wysong, Solid Gold. etc.) with a higher protein ratio than 31%. If you get them on a higher protein diet, the overweight issue should eventually go away. For the dandruff they need good quality oils.
As far a putting the fish oil on the food - if they eat it, then it is great. Flax oil might a little more palatable to them so that may be worth a try as well. Or try tuna in oil and see if they will eat that.
It is a challenge to add stuff to a cat's diet when they are commercial kibble cats. They do get addicted to it.
