I don't know if this is normal or not...

Is it normal to have lots of short, blonde, fine hairs down the sides of the face? I freaked out when I first noticed this on my face... but then I read that a lot of girls have this. But I went to my doctor about it, because I also in the past few months grew hair on my chest and hands (definitely seems like a hormonal imbalance to me?)... and when I showed him the side of my face, he said, "Oh, I see what you mean." So that got me worried again that's it not normal. I don't think it's very noticeable though. I can only see it if I look REALLY close up in the mirror, in bright lighting.
