From looking on that picture, it seems it's the same materials used for the walls on CalEarth domes/houses. Since the finishing material is similar to ceramic, it stands to sustain long wear on the surface and less absorbtion of the water.

Materials used for cob building aren't suitable for horizontal surfaces since it might absorb a bit of water, and since the surface is horizontal, there's no way for the material to prevent deeper penetration of the water. (Ladylove, I have to correct you 'his opinion/experience')
