It is so true what you say about doctors and quota, my belief is that it is a business run by the insurance companies that own the pharmaceutical and hmo companies, they own them indirectly, you have to do a lot of search to put that together, the insurance company will never lose money and if their profit margin drops below a certain level they just raise the premiums on everyone.
