Can't answer that direclty because I've never taken a zapper outside the U.S. You might have a hard time explaining a zapper to Japanese customs because of the language and culture differences. It is so much harder to fly and get through customs now because of all of the Terrorism precautions I would say leave it at home. If you are going to be in Japan long term you could have someone mail the zapper to you without much trouble.
