Does anyone else have this?

Hi I hope someone can help me with this. I have these white or off white looking patches or blotches on my legs. I have had this before about 6-7years ago and it eventually went away on its own. Now it is back again and has been for a while. They really are not white, but cloudy looking and different shapes. I am greek and italian and have tanned golden skin so it is somewhat noticeable on my legs. I did have a skin biopsy many years ago and diagnosis was"a mild superficial perivascular dermatitis". Whatever that is. It also stated that these findings may be seen in clinical erythema reactions. In laymans terms I have no idea what this means. All I know is something is wrong with my system. I have been taking Primal Defense for about 2 months now hoping that this would help. Does anyone have any suggestions as to what this might be. I thought it might be fungal but I don't think it is.
