Oh I'm sure they will be able to hire some mercenaries (foreign troops) who can conveniently round up americans without a second shop when tyranny goes home to roost in America. Fema camps are operational and someone needs to do the dirty work. Many of the foreign troops will relish their work. Many of the American troops who make their way home will be ill anyway from their vaccines and use of bioagents, etc. Let's see what kind of love their government shows them in the way of health benefits. Can you say "sweep under carpet"?
