I agree with Southern Belle. At the 'tender' age of 17, her mind will change many times. Try to not be SO serious. You are both young(if you are close to 17yrs.) and will have many relationships. My advice would be to just let her go. It sounds like she is playing games with your feelings. DON"T let her win!
