How do I get the Webmaster to respond to my e-mails?

Hello, I've e-mailed the Webmaster a couple of times now with no response. I know there is a disclaimer that says it might take a while for the Webmaster to respond, but it seems like waiting several months for a reply is a little excessive. Has anyone actually received a response from the Webmaster through e-mail? What did you do to get the Webmaster to respond? How long did it take for a response?
