think about all the societal influences on a woman's sexual development. a lot of women don't know a lot about their sexuality. think about how many women were raped as children, who have been raped as adults. how about the virgin/whore dichotomy that still runs rampant? there is so much i could get into here but i don't have the time. suffice to say there are a lot of difficult and complex issues stemming from the repressed past of women's sexuality. it's only recently that the general population has begun dicsussing these sorts of things openly.
there are aggressive women out there, jsut as there are passive men. but there are still stereotypes that assault us from every angle, and so breaking out of them can be a scary thing for a lot of people. if you are supportive of your mate and give her the confidence she needs when she tries new things (such as being more assertive in bed), women can learn to take more control over sex.
however, physiologically speaking, sex is not always the most gratifying activity for some women. if a woman can't come from sex she isn't likely to be as enthusiastic about it.
