In the UK, a certain type of prosecuter must be responsible for pursuing charges against copyright infringers. I don't know the UK system, but can take a look and see what I can find out. Once you know who that is, you contact the office to file a complaint, to see if you can get charges filed. sometimes they will tell you that its a "civil matter" that you need to retain your own lawyer.
