I checked on some places to find out about Neuro Chiro's in England... this is a listing by the american chiro association, but there were 2 chiro's listed in england.

The carrick institute is a popular place where they're trained in america, and these folks aren't listed in the link that i listed above. There's a place at this web site to send an email to them and ask about grads in England... i know there's a Carrick school in Australia...
