i think what will happen will look more like this.
those poor evacuees will be off in another city for months before being allowed back to their homes. by then, they will have essentially started a new life. when the time comes to go back, they will be hesitant after all they have been through. the media will tell them that most of the homes(of the poor anyway) will need to be condemned. most will see that they could not possibly afford to fix the damage to their dwellings even if they aren't condemned. and, of course, some developer will come to the rescue. probably offering them a tax-free lump sum for their house that's "more than the property is worth". we wont hear any of this in the news. it will just happen over the next few years. what once was a ghetto will now be a nice new neighborhood. it's the way of the world.
