I've been circumsised in the UK and I have NEVER heard of this procedure. Remember, we have free health care (the NHS) and they don't like to do unecessary surgery. I had the tight foreskin thingy, and I just had a bog-standard circumcision. It wasn't any great hardship - whats the fuss here?
