May I ask where you are from? Seeing as to your asking about the social dynamics of America, not to be rude, just curious.
As for the people spreading the virus after their initial outbreak. I understand that no one could forget the classic first outbreak and all that came with it. However, most people are infected long before they have their initial outbreak, and can be passing the virus to other's eventhough they don't know it. Perhaps you should read up some more on the virus statistics. As for God, I do not believe that he punishes, he is a gracious God whom does his best, however, people have free will in the end.
