It clearly states that they were bio modifiying nemotodes as the core of the project.

Many, Many people are involved from Universities and the cotton industry. They make up this institution. Many trial experimental bio modified nemotodes were used and applied to crops or characteristics bred into the plant itself. They were bio modifiying many species of nemotode.

It clear to me who created it.
