It seems that the Katrina support effort was hindered by the incompetence of a younger management/leadership that cares only about their next pay check. Nevertheless, the president should have been more responsible instead of trusting the 'incompetent management' that he thought would help him take care of the country. I would like to believe that if I were in his shoes, I would not have been so careless. If you go to the website and read the article (excerpt is posted), you'll see how incompetence runs rampant, and now, as far as blame, Bush can 'take a back seat'.
