Breaking old habits is hard thing to do. These are some of the reasons people bulk at the idea of having these systems installed. Putting in sewer and city water systems into towns is very expensive and it is the townspeople who typically have to pay to keep them installed and maintained. I can see the people's point of view since they only have to have septic service performed a once or twice a year(some less than that) and wells only have to be replaced once in a lifetime and sometimes not even that.The people also do not have to worry about the water main breaking in the middle of winter as well. It puts the burden on the individual homeowner and not everyone in the town to keep there systems running.
