Hi. Peeling or EC doesn't "stop" when on constant moisture. It's just that the crusts don't need to or get a chance to grow since you have a protective layer of lip balm on your lips at all times. When you stop using the balm, the protection is no longer there, therefore your body starts creating a keratinous false protective layer again. This is why I don't prefer the constant moisture method. It has only worked for one person so far as far as I've seen, but he had many other factors that could've contributed to his healing, e.g. lifestyle changes.
I have ordered Gloves In A Bottle, a lotion which creates an invisible barrier. It should be here next week. I feel this will help me since I can't be bothered with constant moisture. GIAB has helped user Cottonmouth, who also has EC because of lip biting and picking. I will be using it to repair the dermis, then I'll use a special lip balm to help repair the epidermis and stratum corneum. I'll post an update on how that goes.
