Peeling Stopped, But Starting again after Stopping Lip balm

Hello friends , i have ec from a long time .
in june 2016 i start using constant moisturizer .after 2-3 months i found my peelings stopped completey.
but white line come when. i talk too much.
now in march i stop using lip balm. and peeling start again . but now i don't get white line after talking too much.
only peeling occurs .
please suggest me what i do now
