I am not sure about the silverado but I have used zappers for this type of problem with great success.

One thing that you might also consider is that sometimes an infected tooth can be the source of this type of problem.

As for safety, with properly designed and used zappers, there should not be any problem provided that it is kept away from the eyes and other rules are followed. Also, only the positive electrode should be applied to the area of concern.
