Most likely the adrenal gland.

When your adrenal glands are exhausted, it will start using your thyroid as a helper, if you fix the adrenal glands, thyroid will fix it self.

Thyroid starts helping the adrenal glands in stage 3 (there are 4 stages, 4 is worst).

Adrenal glands also use another hormone glands for help because of exhaustion.
