High potency CS is not impossible and was quite common in the past with products such as silver protein etc. Though these types of solutions have since lost favor after being linked to the development of a number of Argyria cases, drawing attention from FDA and public scrutiny. It's also worth mentioning that such concentrations(ppm) were accomplished with teh ue of additives so as to overcome the saturation limits of the solutions in question. 

That said, there are numerous individuals and sellers on the market today claiming to offer very high concentrations Colloidal Silver solutions under the guise of what is often referred to as "new science". Which incidentally lack any and all of the scientific methods required to validate them and where these have been debunked numerous times through independant testing as being nothing more than very weak solutions being falsely labeled as higher ppm's solutions. 

Furthermore, one of the issues with such claims and their claimants is where they often prove to lack the fundamental skills required to properly interpret and present the product information. Some of which could be categorized as ignorance, whereas others are clearly disingenuous by demonstrating a complete disregard for the scientific method in lieu of upholding their own profit schemes.  ie, labeling a 4000ppm silver solution will most always lead constituents to interpreted this to be the amount of silver in solution, which raises some serious questions on the toxicity of solutions containing no less than four(4) grams of silver, which could easilly harm if not kill any person having the misfortuned of ingesting even modest amounts, should the concentrations prove legitimate. - for example

However, I think it goes without saying that there simply is no way for anyone to claim to have dissolved several grams of silver in solution without resulting what we'd call significant changes either chemically or visually. Which falls right in line with industry standards and the current body of scientific methods and research.

In cases where this pertains to Colloidal Silver solutions without the admission of chemicals, the theoretical limits of silver particulates in distilled water will range at/or around the 21ppm mark under nominal conditions(temp, solution type etc). And while higher saturations less the admission of additives are possible by way of alternating the physical properties of the silver component(solute/ ionic), it's worth noting that these come with their own share of contentions, which will most often render the theoretical limits consistent for all but the most devoute of chemistry enthusiasts. 

 

RE: About CS fraud

As you may have encountered, fraudulent products and claims cannot withstand the test of knowledge and science. Which usually doesn't require much in way of differentiating fact from fiction. That said, the following checklist has proven to be reliable throughout the years:

1. The claims are too good to be true

2. The science is none existent

3. Failing verification 

4. Untestable and/or measures taken to avert testing

5. Expensive (short term profits) 

6. Does not live up to the claims (contradictory observations, etc)

There may be a few more, though these are the ones that come to mind atm. Though in short, the signs will be obvious for most, though there will always those who fall prey to the scams.
