I believe it is quite common for aquaphor to remove the build up. The idea is that you start from fresh, raw lips with no build up and continually keep them covered and moisturised.

So judging by what you're saying, you are seeing what you're supposed to. Keep at it. Remember, keep your lips constantly covered and apply the aquaphor gently.
