Just for some additional information on congential hypothyroidism read what wiki says(and read with the normal disclaimers that info from wiki should be regarded with some skepticism):

1 out of every 4000 newborns are born with congenital hypothyroism. (is that worldwide or in first world countries?) That's an amazingly high number.

So, consider that congenital hypothyroidism is already not rare.
