Yes it does. If God is all-powerful, that means He has all the power, that is all-powerful by definition. If God has all the power, there is no possible way that anyone else can have any power. In the reality of the situation, God began as all-powerful (that is not exactly correct but for the purpose of this discussion it suffices), then God gave away some of His power to man and Satan to give them free will, otherwise there is no free will. As you correctly understand, the only free will man has is to make choices that lead to sin, suffering and death. If God is all-powerful, then man has no power, if man has no power, man has no free will. If man makes any choices that lead to life and righteousness, that is not man acting but man surrendering back his free will that he was given and giving his will back to God. When man gives up his free will and surrenders it back to God, then God again becomes all-powerful. Of course God can also take back this power at any time that He chooses. So the capacity of God being all powerful never ceases. However the reality of God being all powerful does cease if that is what is required.

I agree that some concepts are too big to answer or understand with the human mind but not this one. The concept of eternity, God not having a beginning or an end or even just comprehending God, those things a human mind cannot comprehend. But the concept of God having the capacity to be all-powerful but also the capacity to give away His power temporarily to serve a specific purpose can be comprehended even with the measly human mind. There are some scriptures that back up my understanding of this and there are some scriptures that would be interpreted to the contrary. I need to research it more to be able to prove this point scripturally, and I intend to do so because I believe that the misunderstanding of this point becomes a huge stumbling block for skeptics of Christianity.
