How to take iodine with minimal skin flare ups/rashes?

I've attempted taking Iodine as my body has literally zero iodine, revealed by urine test. My body temperature has been flat lining around 97.4 F, which is definitely low. The forms I've tried are kelp, Lugol's 2% (not 5%), modifilan (brown algae seaweed), and multivitamins that contain potassium iodide. No matter how little Iodine I take (the smallest dosage I took was 50 mcg of potassium iodide) , my body would break out in Acne and rashes. This effect is proportional to dosage and length of treatment.

I do not have Hashimoto's or Grave's. My current lab work shows that I am subclinical hypo. On the other hand, about 6 months ago, I obtained a blood work for TPO antibodies (TPO Ab) and Tg antibodies (TgAb) after I took two drops of Lugol's 2% solution and two weeks of 325 mcg of kelp 3 months before and both antibodies were existent. TPO Ab was 14 IU/mL (reference range 0 - 34) and TgAB was 1.0 IU/mL (range 0 - 0.9).

I do not know how long thyroid antibodies are supposed to last in the bloodstream, but I would assume that 3 months should be enough time for antibodies to go down. So this indicates that Iodine was triggering some kind of immune response in my body, whether it be Hashi or Grave's.

I realize that certain conditions like mercury toxicity, halide toxicity, and gut dysbiosis can trigger immune response from iodine consumption. Since I do have mercury toxicity, I am not sure if the immune response I experienced before was caused by heavy metal toxicity or I was just born with thyroid disease innately.

I've read numerous posts about people breaking out in rashes and ending up with more hair loss, and it's very unfortunate that I am in the same exact boat. Is there a better solution for people with flare ups? I've seen posts saying that people with heavy metal toxicity and gut dysbiosis are more prone to initial flare ups. I have both, as I have high levels of aluminum, mercury, barium, and small intestine bacterial overgrowth (SIBO). Is there an easier way to take iodine for people like me? Potassium Iodide is definitely a no go, at least for now.

One last question I have is, does nascent iodine contain any iodide? Would nascent iodine work better without or with less flare ups? I would sincerely appreiate your input.
