Remove any Sugar from diet even fruits because blood Sugar swings cause immediate cravings.

Also I would check subclinical protein deficiency because if you are hungry "all the time" then low stomach acid and protein deficiency may be the cause.

The same is with omega 3 deficiencies - if body misses something then it will force us to eat in hope we get the critical nutrients we miss.
