Yes, it's illegal to sell Miracle-Mineral-Supplement in Canada.
That said, the only way to effectively buy Miracle-Mineral-Supplement in Canada is to buy the Sodium Chlorite from a chemical distributor and make it yourself.
You can however, buy Sodium Chlorite from alternate sources without certification, though you should be warned that doing so puts you at risk as there are no applicable laws or standards to protect you. Which only really leaves CDS as an option as it's purified in the production process.
