Oat meal is made from the oat grain and is very starchy. Oat bran is the hull or husk that surrounds the oat grain. Oat bran contains soluble fiber which is a good prebiotic which feeds the good probiotics. I have seen oat bran listed on many sites as being OK to eat for those with candida. I've not had problems with it. Oat meal is not the same thing as oat bran.
