Difficult to see from the picture; but it could be small sebaceous cysts. Skin doctors are actually quite good at diagnosing these things. Easily removed with their gadgets, little to no scar afterwards.

Other skin tags / moles can be removed by applying Lugols over and over again; in time it will be gone. But it does not work for sebaceous cysts in my experience. the keratin / fatty substance in the middle of it, is too tough even for lugols.
