Could this be Candida?

Here's the story, about a year and a half ago I was on Minocycline an Antibiotic for Acne and I developed a very dry red face and penis that burned. I stopped the medication instantly and started applying moisturizers and topical steroids which actually brought down some of the red but even till this day my face still has a reddish looking rash that just wont go away and sometimes the redness flares up and burns with occasional itching on my penis. I was doing research and I think it might be a yeast infection. I've been applying Lotrimin for 2 days and haven't seen any change.
