First, you should check your facts. The statement I made is correct according to the pH meter manufacturers. Since I cannot post links to the published reference, you will have to look for yourself. However, there a cheap indicator solutions which do read correctly, and Hydrion pH paper is also accurate in silver solutions.
To measure the pH of a solution containing silver ions requires a calomel electrode, which is based on mercury.
Second, AgOH is unstable, and breaks down to Ag2O, depleting the extra OH ions. 2AgOH -> Ag2O + H20. Silver does not increase the pH, and that is easily proven with even Hydrion paper. Hence no pH 10.
If you send a sample of CS to a lab and don't tell they what it is, you probably aren't going to get the right answer.
Finally, if a silver lungs machine did in fact make pH 10
Colloidal Silver , then all of them do. But they don't.
