While this holds generally true, you can however measure the conductivity(microsiemens /uS/cm) within a controlled sample. And though this won't measure the silver content(PPM) per say, it can provide(for example) a calibration value from which to associate the concentration of a Colloidal Silver solutions with. - Not very useful for independent testing, though quite helpful for internal use. ie, level monitoring(pH, EC, TDS) can prove to be very helpful for anyone relying on repeatability when making CS.

Hanna Instruments, makes some very nice handheld meters. I've been contemplating getting a Multiparameter meter myself for pH monitoring in solution rather than having to rely on outside sources.
