Unfortunately it is not the lack of laws but what we have here is the failure to obey God! It is actually a heart problem: where our heart(soul) is not in sync with the righteous laws of God!
Laws never stop crime or other actions - laws just bring attention to them!
It is up to us to learn to observe and then decide to freely obey the righteous laws....
