That could be either one. The itchiness is more commonly associated with an allergic response due to histamine being produced. Pasteurized dairy products can normally produce allergic responses due to alterations of fats, sugars, and proteins from pasteurization. Dairy can be a hard allergy to eliminate, which is why it's not on the Candida Plan. Raw dairy products normally contain the needed lactase enzymes. Ongoing imbalances of the bacterial flora can play a role in creating allergic responses.
The Lactobacillus bacteria of the body produce lactase, so lactose intolerance could signal a deficiency of Lactobacillus. Fungal candida inhibits the growth of Lactobacillus in the body, so it may be due to an ongoing presence of fungal candida. I've seen this when introducing probiotics before fungal candida has been corrected back to its fungal form, which is one reason we don't take probiotics before Week 7. Once the fungus is corrected and the Lactobacillus presence restored, then it will inhibit the growth of fungal candida.
It can also be a reaction to what's being detoxified by the body due to those foods. Lastly, it can be all of the above.
Pain in the back and coated tongue are probably not related to food allergies. Brain fog is usually due to some type of inflammation in the brain and body. Bloating, itching, and diarrhea can be allergic responses. Diarrhea, bloating, nausea, and itching can be the body's response to toxins being eliminated. If you were following the Candida Plan, where you're at in the Plan would help to identify which one it would be. If you're working wit someone who's good at kinesiology/muscle testing, they might be able to help identify which of these it is. Ongoing blood sugar imbalances can also play a role.
