Pretty sure a buddy of mine has cheilitis. Should I say something?

One of my buddies at work looks to have some form of cheilitis. I can clearly see inflammation in all the classic ec spots, in his case the top 1/3rd of his lower lip, and a definate area in the triangular upper lip area.
There's no buildup, but he may be peeling. It dosent seem to phase him, he's still extremely outgoing and is dating a total babe. I also remember suspecting he had ec in the winter but wrote it off as badly chapped lips.
I'm fairly certain he has some form of this, do you guys think I should say something?
