Although the lips do not build up with crusts, there is still thick layers of dead skin that exfoliates by flipping up when ready to peel. In the photo, the lips are in stage before they peel so you cannot see how there is thick layer of dead skin underneath. It is like it builds up underneath with layers of dead skin instead of on top with crusts. By the defining photos of EC posted by Calix in the thread above, those with crusts have contact cheilitis instead of exfoliative cheilitis. In the photo of exfoliative cheilitis, the skin on lip flakes off without crusts.
