duty of council is to decide whether people are good custodians of the property that has been entrusted to them

if not, they must give up some or all of it and relocate to a property that only requires as much care as they are capable of giving

having guns and taking a course that qualifies people to use them properly should be mandatory prior to obtaining permission to use land, as weapons are necessary to protect property from predation, both human and animal

arm everyone, eliminate jails
