Yes, it is possible to have an intestinal yeast overgrowth where the conditions haven't be created to allow germination.

Mostly, those people who has an excess of yeast cells in the gut get symptoms caused by the metabolites these unicells produce.
However, those people who have a fungal overgrowth in the intestines have severe intestinal symptoms and LGS associated symptoms since the elongated candida form penetrates the cells causing inflammation and gaps in the intestinal lining.

The symptoms caused by yeast generally don't affect the intestines but remote organs and the neuro-endocrine system.
