I do not think it is due to blocked glands since the raw area seems to be too moist. Since I have been using Anti-Sebum gel, skin has grown back on the raw skin with fordyce spots. Inflammation can cause too many fordyce spots to form in an area. Perhaps the fordyce spots cause problems when there are too many clustered together causing more sebum or bacteria to form there.
I believe if inflammation goes away so will these fordyce spots in the raw area. I know some people have fordyce spots without raw skin. So, this just applies to fordyce spots with raw skin.
Also, I read while fordyce spots are normal on other parts of the lip they are abnormal on the vermillion border.
