HELP!! Daughter gets repeated UTI's!

Please advise. There are so many different things on the internet, I'm not sure what to do first. My daughter gets these and we have to take control. This time, she had it a month ago, and this week, (month later) another! She's had the special ultrasound/kidney and all is normal. The problem is the pain escalates so so fast that we panic and go to ER (middle of the night). How do you stop the pain very fast?? We have tried for prevention, proper hygen, wiping, and no, she is not sexually active.

Vit C daily, 1000 or 2000 mgs daily
Cran-Max (I thought that was a preventative cure, but NOT)

eventually she got another one.
We have tried D-Mannose eventually got worse.....

Pain pills don't even touch the pain with her. I feel so helpless and don't know what to do. does the "UTI" report really work? It's a step by step hourly program. I am not sure she can do this because the pain gets excruciating in like 20 minutes. We have no time!!!!!! PLEASE HELP! I don't want her to be on Antibiotics all the time!!!!
