Can cervical herniations cause atlas subluxation?


I had an on the job work injury to my neck and low back about 25 years ago, resulting in several herniations and bulging discs. I was awarded a payout for my injuries, as well as life-time medical care if needed.

Fast forward to present day, I started having a flare up of my neck problems, including new issues which I never had before, such as dizziness, motion sickness, can't drive a car anymore, vertigo and so on. I ended up going to an upper cervical specialist, because due to recent changes in workers' compensation law, they wouldn't pay for chiropractic care. I found out through this specialist that I have a major atlas subluxation, in addition to my neck herniations and my natural "C" curve has reversed, which is contributing greatly to these new symptoms.

Here's my issue. The atlas treatment helps immensely, but it's not covered by private insurance or my workers' compensation medical award. In the past, it would have been. I don't have the money to pay for the treatments, as they are very expensive (NUCCA). My husband recently was laid off and I can't work. It is the only thing that has helped though. What I want to know is, can the herniations over time (since I've had them for so long), cause the atlas subluxation? I'm desperately trying to get the workers' compensation insurance to pay for my treatment, since I was originally entitled to any treatment related to my neck, for life, through the judgement/award I received, of lifetime medical. Thanks.
